The program offers the benefits of a world-class education at Cleveland State University with a system of support that is customized and structured to meet the academic, social and financial needs of college students. Participation in the Sullivan-Deckard Scholarship Program is voluntary. To be eligible for this scholarship, applicants must: be a student in foster care who is a high school senior, at least 17 years old and younger than 20 years old; be a student who will age out of foster care by the time they begin their college enrollment; be a legal resident of Ohio and eligible for in-state tuition rates; and apply to the Program and be admitted to CSU.
