Richard Eaton, a United States Army Counterintelligence Special Agent and Bronze Star recipient who died in Ar Ramadi, Iraq, on August 12, 2003. Recipients must be pursuing scholastic study in fields related to Alliance Building, Counterintelligence, Cultural Understanding, and National Security studies.
