The Jeffrey L. Esser Career Development Scholarship, established by the GFOA Executive Board in 2017, supports individuals pursuing careers in public finance. This scholarship is specifically for individuals employed by state or local governments for at least three years who are seeking to advance their education and careers in public administration, governmental accounting, finance, or business administration with a government focus.

Scholarship Details

  • Total award amount ranges from $5,000 to $15,000
  • One to three awards given annually
  • Supports part-time students pursuing an Associate’s or Bachelor’s degree
  • Eligible fields of study include public administration, governmental accounting, finance, or business administration with a government focus

Eligibility Criteria

  • Must be a U.S. or Canadian citizen or permanent resident
  • Employed at least three years by one or more state or local governments
  • Plan to pursue a career in state/provincial or local government finance
  • Part-time enrollment in an eligible academic program
  • Student must not have previously won a GFOA scholarship
  • Submit a letter of recommendation from an employer and a reference familiar with the applicant’s commitment to the public sector
