Scholarship Description

The Max Barrows Graduate Scholarship in Educational Administration was established by VSAC in memory of Max Barrows (1899–1982). Max was VSAC’s first executive director (1966–1970). For more than 25 years, he was active in education as a teacher, principal, superintendent, Vermont deputy commissioner of education, and member of the Vermont House. A native of Bethel, Vermont, he graduated from Whitcomb High School, after which he received a bachelor’s degree from Norwich University, a master’s from Columbia University, and an honorary doctorate from Norwich. During his career, Max inspired many Vermonters to improve their lives through education. His devotion to improving the quality of education led the VSAC Board of Directors to establish this scholarship in his memory to assist Vermonters who share his goals.

Eligibility: • Attend an accredited postsecondary school approved for federal Title IV funding • Seek a graduate degree in education administration (applicant must have completed a bachelor’s degree) • Intend to work in Vermont toward the goal of improving the quality of education • Demonstrate financial need • Demonstrate academic achievement
